In a pioneering move aimed at revolutionizing law enforcement, the Maharashtra government has launched the Maharashtra Research and Vigilance for Enhanced Law Enforcement (MARVEL), a dedicated initiative harnessing artificial intelligence (AI) to combat crime effectively.
MARVEL, an independent entity under the state’s Home Ministry, marks Maharashtra as the first state in India to integrate AI comprehensively into its police operations. Developed in collaboration with the Indian Institute of Management (IIM) Nagpur and Chennai-based Pinaca Technologies, MARVEL aims to elevate the state’s intelligence capabilities and enhance crime prediction.
What is MARVEL?
MARVEL operates as a special purpose vehicle (SPV) fully owned by the Maharashtra government. Established under The Companies Act, 2013, it is set to utilize advanced AI technologies to assist law enforcement agencies across the state. The platform is designed to handle various aspects of crime detection and investigation through sophisticated AI-driven modules.
Deputy Chief Minister and state Home Minister Devendra Fadnavis highlighted MARVEL’s capabilities, stating, “MARVEL is a platform where different modules for crime detection assistance are being developed. Police units can submit their cases to MARVEL for technological support, ranging from tracing vehicles involved in crimes using CCTV footage to complex data mining tasks.”
Empowering Police with AI
Chief Secretary Sujata Saunik emphasized MARVEL’s potential across multiple departments within the Maharashtra home ministry. The platform’s AI algorithms enable the analysis of vast datasets, aiding in pinpointing suspects, identifying crime patterns, and enhancing the efficiency of police investigations.
Harssh Poddar, Superintendent of Police of Nagpur Rural police and ex-officio director of MARVEL, elaborated on its operational scope, stating, “For crimes involving extensive data, MARVEL will deploy AI algorithms to analyze, visualize, and alert on critical entities, facilitating quicker resolutions to cyber and financial fraud cases.”
Advancing AI Capabilities
MARVEL’s collaboration with Pinaca Technologies focuses on developing AI tools that streamline data analysis and reduce dependency on human resources. The initiative plans to roll out ten AI products initially, with plans for further advancements and training provided by IIM Nagpur to government personnel.
The Maharashtra government has committed financial support to MARVEL over five years, aiming to enhance its technological infrastructure and expand its operational capacities. With initial funding already released, MARVEL is poised to lead Maharashtra in AI-driven crime prevention and management.

As MARVEL progresses, it aims to commercialize its operations, developing a sustainable business model supported by ongoing research and development initiatives at IIM Nagpur. This strategic partnership ensures Maharashtra remains at the forefront of AI innovation in law enforcement.
