New Delhi, November 20, 2025 – The United States has approved a $92.8 million defence sale to India. The deal includes Javelin missile systems, Excalibur artillery projectiles, and supporting equipment. The Defense Security Cooperation Agency (DSCA) confirmed the approval on Wednesday and notified the US Congress.
The agency said the sale will strengthen the strategic partnership between India and the United States. It will support US foreign policy goals and security interests in the Indo-Pacific region.
Javelin Missile System Sale
The first package is valued at $45.7 million. It includes:
- Javelin FGM-148 missiles (fly-to-buy)
- 25 Javelin Lightweight Command Launch Units (LwCLU) or Block 1 CLUs
- Basic Skills Trainers
- Missile simulation rounds and battery coolant units
- Technical manuals and operator guides
- Lifecycle support, spare parts, and tool kits
- System integration, inspections, and training
- Technical assistance from SAMD and TAGM Project Office
- Block 1 CLU refurbishment services
This package will improve India’s anti-tank defence capabilities and modernize infantry operations.
Excalibur Projectiles Sale
The second package is worth $47.1 million. It includes up to 216 M982A1 Excalibur tactical projectiles. These projectiles are precision-guided and improve accuracy for long-range artillery operations.
- Portable Electronic Fire Control Systems (PEFCS) with Improved Platform Integration Kits (iPIK)
- Primers and propellant charges
- US government technical assistance and repair services
- Logistics and program support
This package will enhance India’s artillery precision and battlefield readiness.
Impact on India’s Defence
The DSCA said the sale will improve India’s ability to face current and future threats. It will strengthen homeland defence and help deter regional threats.
The sale will not change the military balance in the region. The US confirmed it will have no negative effect on American defence readiness.
India can integrate the equipment into its armed forces. The deal will boost India’s defence readiness in South Asia and the Indo-Pacific.
